Is there a change that appears first when losing belly fat?

Lately, I have been consistently controlling my diet and exercising to lose belly fat, but I haven't seen any noticeable changes yet, so I'm wondering if I'm doing it right. My weight has dropped a little, but when I look in the mirror, my belly fat seems to be exactly the same, so sometimes I lose motivation.
I’ve heard people say that when losing belly fat, waist circumference sometimes decreases before body weight, and some say that your stomach becoming a little softer is a sign that fat is starting to burn. I’m curious if this is really true. I also want to know if pants becoming a bit looser or if the sensation changes when I tighten my abdominal muscles are signs of change.
