What is causing the double eyelid line...

A few days ago, I felt a slight stinging sensation in my double eyelid line.

I thought I caught a cold from the cold wind, but maybe that's not it.

Since it's eyes, I couldn't apply anything, so I just put on some lotion or cream.

After a few days, it becomes tender.

What is this?

This is the first time in my life experiencing such a situation.
