Is it atopic dermatitis?

My grown-up son sometimes scratches himself without reason and constantly, to the point of bleeding. When I tell him not to scratch, he gets angry because he can't help it. The hospital gave him medication to take when he feels itchy, but I don't know if he should keep taking the medication and going to the hospital or what precautions to take.
