I get frequent nosebleeds and my nose is very raw. Is nose surgery possible?

Since childhood, the upper left part of my nose has frequently cracked, and I also have rhinitis.

I get nosebleeds frequently as well. I went to an ENT doctor, and they said it's because the blood vessels in that area are weak. Even after having my nose cauterized, it bleeds less often than before, but I still tend to get nosebleeds more easily than others. Is it okay to have nose surgery even with this condition? I'm curious.
