Someone who can recommend treatments for dark spots near the eyes~~

Is pigmentation along the corners of the eyes causing dark spots? I think I developed melasma, so my face looks dull and not like dark circles. What procedure would be good to remove it? Please recommend.

The vitamin C ampoule has been applied diligently, so it has faded a bit, but it hasn't completely disappeared.
