Seoul City will pay 10,000 won per report of illegal dumping on dedicated roads.

The amount of illegally dumped trash on Seoul's car-only roads reached 156 tons last year alone, severely damaging the city's visual environment. Seoul City announced that it will actively implement a campaign to report illegal dumping in collaboration with citizens to address this issue. The targeted roads include a total of 12, such as Olympic Daero, Gangbyeonbuk-ro, Dongbu Expressway, National Assembly Road, Eonju-ro, and Gangnam Circular Road. According to Seoul Facilities Corporation, the amount of trash collected from car-only roads over the past five years averages 160 tons annually. In particular, this waste has become more diverse, including not only simple household trash but also furniture, appliances, and construction materials. Such waste not only spoils the surrounding scenery but also threatens road safety and can cause traffic accidents.

Seoul Facilities Corporation has been operating the 'KakaoTalk Report Channel' since last year to encourage voluntary participation from citizens. Starting this year, the organization is expanding participation by offering a reward of 10,000 won per report. The reports include not only simple illegal dumping of trash but also vehicles with improper loading or without covers. The participation process is simple. On the KakaoTalk 'Friends' screen, search for 'Seoul Auto Road Illegal Dumping Report' to add the channel, then send a photo or video showing the vehicle's license plate along with the date and time of the recording. Seoul Facilities Corporation has selected and begun managing approximately 30 locations where illegal dumping occurs frequently as "habitual dumping sites." Notable locations include in front of Noryangjin Fish Market on Olympic-daero, near Haneul Park in the Nanjido direction on Gangbyeonbuk-ro, and near Gunja Bridge on Dongbu Circular Road. CCTV has been installed in these areas, and deterrent banners and green zone fences are used to prevent dumping. These on-site measures are considered effective ways to reduce blind spots in enforcement and raise public awareness. In particular, the installation of CCTV is expected to have a long-term effect on preventing illegal dumping.

The incentive system of awarding prizes can enhance administrative effectiveness and contribute to reducing environmental damage caused by indifference.
