Will fat-dissolving injections be effective for sagging and flabby upper arms?

Compared to my upper body, the fat is particularly concentrated on my forearms.
I have lost some arm fat recently while exercising, but not as much as others around me. I really need to do strength training, but since I've only been doing cardio, my skin is sagging and jiggling. Would getting fat-dissolving injections be effective?

It has been a lifelong complex for me, so I have never worn sleeveless tops or dresses.

Whether the effect of fat-dissolving injections is certain or depends on body type
I'm curious if there are cases where it doesn't fit.
