Which laser is effective for the dark spots and blemishes around my eyes?

As I get older, my biggest concern is the dark spots appearing under my eyes and around my cheeks, more than anywhere else.

I used to be able to cover it up with makeup, but now it has darkened so much that it doesn't hide anymore, and my face looks dull overall. I am thinking of making a big decision to visit a dermatologist and sign up for regular pigment laser treatments.

There are so many types of treatments, like toning and pico lasers. If anyone has tried a laser procedure that effectively removes blemishes without being irritating to older skin, please give me some recommendations.
