Is it possible for scalp tattoos to turn blue over time?

I've often heard people say that the color changed over time compared to when it was first released.
I want to tidy up my hairline, but I'm worried it might turn bluish-green.

I am also curious whether this change is a natural process or if it can be reduced through management.
