Does a water glow injection make a big difference in how well makeup adheres?

I've noticed a lot of people talking about how makeup applies well rather than just having a glow.

I've seen quite a few posts saying that people, especially those with dry, flaky skin, feel a significant difference.

I'm wondering if it also feels like it improves internal dryness.
