My dark circles are so severe that I look like a panda. Is laser treatment the answer?

Due to genetic factors, I have tended to get particularly severe dark circles when I am tired since my student days. I try to cover them up with concealer, but after a while, my eyes turn into panda eyes again, so it has become a complex for me these days.

  
I often hear that I look tired because of my dark circles, and I look dull, so I'm worried about it these days.

My family member also had laser treatment, but it didn't have much effect. Is laser treatment the most effective for dark circles?
