Is cuticle reboomer effective? Please share a painless way to remove cuticles.

My hands are dry

That's why, in winter, cuticles on my fingers form and it's hard.

It's hard and painful because it's dry ㅠㅠ

While I was shopping for eye cream, I came across something called cuticle reboomer and I'm thinking about buying it.

Will it work?
