Can Wigobi Maunzaro be considered a type of drug?

My acquaintance got hit by Wigobi and Maunza.
From what I've heard, two obesity treatments work by acting directly on the brain's appetite control center to induce a feeling of fullness and reduce food cravings.
 
So, they say they don't feel like eating even when there is delicious food, but at this level...
Aren't the two obesity treatments narcotics?
Of course, they say it is a legal obesity treatment drug.
If it is highly addictive, I think it could play a role similar to drugs.
