Permanent tooth filling

When children get their permanent teeth, who usually performs the filling? The doctor or the nurse?

I think the doctor did it when I had my older child... but this time, with the second one, even though it's a different hospital, the nurse did it.

I'm not really happy with that either; they were so unkind... it made me feel pretty uncomfortable -_-;;
