(Concern) When is the best time for my child's orthodontic treatment?

A 7-year-old child's lower teeth are protruding more forward, indicating a malocclusion. The dentist advised repeatedly pushing the lower teeth with your hand. I'm curious if this method is actually effective. Also, is orthodontic treatment necessary? If so, I wonder when would be the best time to start orthodontic treatment.
