How should I take care of my heels during the winter?

The condition of my heels has never been good from the beginning.
But as winter comes and dryness worsens, the symptoms tend to get much worse.
Usually, my skin becomes severely cracked, and when it's worse, it splits open and bleeds.
I haven't received hospital treatment separately, but how should I take care of my heel?
