Is my mother in her mid-60s suffering from cataracts?

My current vision is at a level where I can see clearly with a magnifying glass, but recently my vision has been gradually foggy and blurry, making it somewhat uncomfortable to see. Is there a stage of cataract surgery? Or can taking medication alone improve the condition to some extent? Since I already have some other health issues, I would prefer not to undergo surgery if possible. Are there any risks associated with cataract surgery? I also heard that there might be some support from the government; is that correct?
