Would Botox or fillers be effective for fine wrinkles around the eyes?

I heard that you should start applying eye cream around your eyes in your 20s, but I didn't take proper care of it when I was younger.

Since I have wrinkles around my eyes, they stand out more when I wear makeup.
I can't even do my makeup properly, and I'm really upset.

Is it possible to get rid of fine wrinkles around my eyes by getting Botox or fillers? Or, I've heard that lower eyelid surgery is very effective; is it really more effective than Botox or fillers?

I want to get surgery to remove wrinkles around my eyes. I would appreciate advice from those who have had the procedure. 🙏
