Elderly Cataracts

I understand that cataracts can be congenital, but most often they develop later in life. My grandmother says her eyes are cloudy and she seems to have trouble seeing better than usual. Are these symptoms of cataracts? We plan to have her examined at the hospital, but how can we tell if it's just aging or cataracts? Also, I wonder if there are treatments other than surgery. I'm worried because she is quite elderly.
