Pigmentation Laser

I have something that might be age spots, eczema, or something else near my earlobe and neck area (I don't even know from my dermatologist). It itches, turns red, and the skin peels off. After applying ointment and taking medication, it seems to have become darker and more pigmented than my skin color.ㅠ

Is it possible to do this part with a laser?

So, the color is dark like age spots, and I wonder if it will return to its original state.
