Is it possible to lose weight in specific areas?

My lower body is too weak, but my upper body has become too bulky, causing joint problems in my legs. Is it possible to manage only the upper body with traditional Korean medicine diet and lose weight? If I lose weight together, my lower body, which is already weak, will become even weaker, making it difficult to walk as I get older. Since it's hard to reduce only the upper body, I want to seek help through traditional Korean medicine diet.
