Do you prescribe Wigobi and Maunzaro to everyone regardless of weight?

I thought they prescribed it based on things like BMI.

Someone I know is 160cm tall and weighs around 60kg, looking like a standard build, but I assumed they used Wigobi.

Honestly, I don't really know about chronic illnesses or anything like that.

I noticed that it works well for many people, even those who don't seem that obese.

I know I shouldn't be underweight, but I'm wondering if they prescribe Wigobi or Maunza if I request them, even if I'm just slightly overweight.
