Should I remove the keloid that formed after skin cyst removal?

Mother had a skin cyst removed below her right ear. It left a scar about 5 centimeters long, possibly because it was quite large when removed. When it first healed, it didn't look like this, but now, after a few months, it seems to be raised and white, possibly due to a keloid or inflammation. She occasionally says it itches. Should she see a dermatologist? Why is it turning white? Could it be a keloid?
