{Question} Should I apply a steroid ointment for a 34-month-old child's dry skin?

I am a mother raising a 34-month-old baby~
Since the baby has had dry skin from the newborn stage, there are often many cases where red, rough, bumpy spots like this appear.
There have been instances where children were suspected of having hand-foot-mouth disease or chickenpox at the daycare.
Of course, I am providing plenty of moisturization, but every time it flares up, I find myself reaching for the LidoMax (steroid) ointment.
The child keeps scratching himself, and I was told that the daycare is also concerned about it.
Continuing to use steroid ointment is obviously not good, right?ㅠㅠ
Will it get better if I just keep moisturizing like this?..
