Why does the area around the nails feel rough?

The area around my nails is rough and the skin tends to peel easily, so in the past, my stockings would often tear or get caught on my sweaters, causing pain. I'm not sure why... now that I think about it, it might have been worse when my skin was dry.
Recently, I almost bled and developed an infection after tearing the nail fold at the tip of my fingernail.
I think it's just dryness, so I pass it by, but I end up scratching and causing scabs without realizing it, which sometimes leads to bleeding and infection... Is it caused by dryness?
