One of my feet has severe cracked heels. Can I treat it at home?

Every winter, my heels get dry, so I apply foot cream and Vaseline. But one of my feet in particular has cracked heels. I heard that using a foot exfoliator incorrectly can actually cause bacterial infections. How can I manage this?
Should I go to a foot shop for treatment? Or is there a way to do it at home?
