Is there a way to completely get rid of millet-sized acne?

I tend to get a lot of small pimples on my forehead.
I'm not always experiencing small acne bumps; they disappear and then come back repeatedly. Sometimes they completely go away, and I think I'm fine, but when I wash my face, I notice my forehead is rough, and suddenly, small bumps appear again.ㅠ
Even with makeup like in the picture, it doesn't hide and looks prominent, especially when small bumps appear around the chin. Just applying sunscreen without makeup makes it look worse, which is really frustrating.
I usually do regular exfoliation care. I do it occasionally because I'm worried it might cause irritation if done too often.
I'm also doing second and third cleansing, and I use gentle basic skincare products. I think it's not good to put too much on my face, so I only apply toner and moisturizer.
I usually don't drink alcohol or smoke, and I'm not sure if my eating habits are really related to my skin, but I also tend not to eat much flour.
My biggest concern is that laser or procedures are not essential enough, so I keep experiencing small pimples that appear like false hope, then disappear, and then reappear repeatedlyㅠ
Oh, and I have another question! When I wash my face and feel small bumps on my forehead, I sometimes scratch or rub them off with my hands. Some say it's okay to do that, while others say it's not. I'm curious if it's really okay to do that.
I'm wondering if there's a way to prevent recurrence and completely get rid of millet-sized acne.ㅠㅠ
