Is the hairline tattooing technique similar to a tattoo?

When you look at a hairline photo, it looks like eyebrow tattooing... poking with a needle to insert ink???

Is that so???

I'll numb it just like when you get your eyebrows done..

Is the intensity similar??? Eyebrow tattooing was quite tolerable.
