Does hair not grow where I plucked the gray hairs? Should I cut them with scissors?

I have a lot of gray hairs lately, so my scalp is itchy and it's bothering me because there are so many white strands. The hairdresser told me absolutely not to pull them out, but if I do, will hair not grow back in that spot? My hair is long, so the long white strands stand out even more.
Should I cut it with scissors instead of pulling it out?
