Shin splint itch.. Which hospital should I go to?

I don't remember when it started.

A part of both shins has been affected for quite a long time.

It itches like crazy..

At first, I just scratched it, and then pigmentation occurred.

It has become slightly darkened in color.

There are days when even just touching my hand makes me itch and I feel like I might go crazy..ㅠ

Is it due to dryness or is there another cause?

I don't know which hospital I should go to either.

Has anyone experienced similar symptoms~~??
