Can I do semi-permanent makeup on top of the eyeliner that hasn't faded?

When I first did the eyeliner, I cried a lot, so I made it a bit thinner... It's been about three years, and I want to make it a bit thicker... It's not completely gone yet, but can I do it again on top of the existing one??
