Are there hospitals with surgical emergency rooms in Gangwon Province?

A few days ago, a friend of mine got injured on a holiday and had a hard time finding a nearby hospital to visit the emergency room.
Moreover, I heard that there is even less in the surgical department.
I suddenly got injured and may need urgent surgical treatment. I am wondering if there are hospitals in Gangwon Province that provide emergency surgical care.
I think I should know in advance.
