Smoking in a park where there are no designated smoking areas—is it okay or a problem?

When visiting parks, it is common to find no designated smoking areas. In such situations, I always struggle to decide whether it is acceptable to smoke. Since most parks are legally designated as non-smoking zones, smoking can cause problems even without a sign. In fact, I could be subject to enforcement, and there is also a possibility of conflict with other citizens. Consequently, I often refrain from smoking for fear of starting a fight.

However, looking at it from the opposite perspective, the absence of designated smoking areas implies a lack of guidance. Smokers are bound to be confused because they do not know where they are supposed to smoke. In this regard, some argue that it is difficult to view smoking in an unmarked area as unconditionally wrong. Ultimately, the problem can be seen as lying more in the lack of clear guidance than in the act of smoking itself.

Therefore, regarding the situation where there are no signs indicating smoking areas in parks, there are simultaneous views that it is a "problem" and that it is "acceptable." To reduce conflict in public places, it is necessary to clearly mark smoking areas, and smokers should also refrain as much as possible when there are no signs. I think that would be wise.
