Is there an effective way to maintain skin elasticity?

My face and hands are all like this...

 

I am very worried because my skin is so dry. Even when I apply a generous amount of cream, it feels tight deep inside, and my face looks rough and dull when I wake up in the morning. In the past, just taking care of moisturizing was enough, but now my wrinkles are deepening as well, so I sigh every time I look in the mirror.

As I entered my 50s, skin aging became noticeable, and especially due to the dryness of winter... skin elasticity I am worried that my condition seems to be deteriorating further. I’ve heard about treatments like lasers, radio frequency, and skin boosters these days, but they feel expensive, and visiting a clinic isn't easy either.
