Order of using tone-up cream

When do you usually apply tone-up cream?

I'm curious if it is effective~

Maybe it's because of the sunburn, but I just look duller for some reason.

It's the season when a bright face is needed^.^

Applying basic sunscreen every day—just enough to cover with BB cream.

I'm wondering when I should apply it~
