This is a 100-day-old baby. His skin looks like it's frozen.

My grandson came to my house a few days ago, and one side of his cheek was red like a baby's cheek in the past. I asked why it was like that in this day and age, and he said, "Do you understand that the skin is chapped?" I told him to apply a lot of moisturizer when his skin is chapped because of dryness, and when I applied it, it got a little better, but it was so itchy that the baby kept biting his hand there. So it didn't get better, and one side of his cheek was chapped. I thought it couldn't get any better, so I went to the hospital.This is a 100-day-old baby. His skin looks like it's frozen. I need to go to a pediatric dermatologist, and I made an appointment at Busan St. Mary's Hospital because they say it's good for babies' skin, but I have to wait until Wednesday. I'm still applying aloe soothing gel, but I'm worried and wondering if there's a better way.
