Do different tools are used for removing dark spots and moles?

I haven't been able to take care of my face for about two years, so I developed dark spots.ㅠㅠ

I'm wondering if removing moles might also help eliminate dark spots.

Has anyone tried it?

I heard that if you don't take proper care after removing a mole, it can grow back, and I wonder if the same applies to dark spots.
