It is reported that the first-phase new town leading districts have been selected with the following sizes: Bundang 8,000 households, Ilsan 6,000 households, Pyeongchon 4,000 households, Jung-dong 4,000 households, and Sanbon 4,000 households.

Each local government in the first-phase new town will check the guidelines for the leading district competition on the 25th of next month.

It was planned to finalize the leading district through consultation with the Ministry of Land, Infrastructure and Transport in November.

The selection criteria for the first-generation new town pilot districts are primarily based on the 'Standard Evaluation Criteria' proposed by the Ministry of Land, Infrastructure and Transport, with local governments allowed to adjust detailed evaluation standards and scoring based on regional conditions. The evaluation criterion with the highest weight out of 100 points is 'Resident Consent Rate' (60 points). If the resident consent rate exceeds 95%, the maximum score of 60 points can be awarded; if it is 50%, the minimum score of 10 points is given. However, the maximum and minimum scores of 95% and 50%, respectively, can be replaced by the maximum and minimum consent rates among the districts applying for the pilot project.

The second evaluation criterion is 'Urgency of Improving Residential Environment' (10 points), with higher scores given to areas with more aging housing complexes. The assessment considers the number of parking spaces per household, inconvenience of fire-fighting activities, average age of housing within the zone, and the area of welfare facilities per household within the zone. For parking spaces per household, a score of the highest is awarded if there are fewer than 0.3 parking spaces per household, while the lowest score is given if there are 1.2 or more parking spaces per household.
