Starting from the 30th, you can obtain a seal certificate online. The government improved the related system after 110 years since introducing the seal certificate system in 1914.

According to the Ministry of the Interior and Safety, starting from 9 a.m. on that day, the government online civil service site 'Government 24' began offering online issuance of seal certificates.

The online-issuable seal certificate is a type of general seal certificate excluding those submitted to courts or financial institutions. If you need a seal certificate for purposes such as license applications, career verification, or auxiliary project applications, you can apply and receive it online through Government24.

The seal certificate introduced in 1914 was used as a means to verify an individual's intention in public and private transactions. The individual registers their personal seal (inkan) with the local community center of their address, and when needed, a seal certificate is issued to prove that the seal belongs to the individual.

Last year, 29.84 million certificates of seal impression were issued. The purposes for issuance are as follows: general use 26.68 million (89.4%), car sale use 1.82 million (6.1%), and real estate sale use 1.34 million (4.5%).

There were many issuance cases related to general property rights. These are used for submission to courts for real estate registration, bond collateral registration, deposit applications, etc., or for submission to financial institutions for loan applications. In addition, they are often used for submission to administrative agencies for license applications, auxiliary project applications, and other purposes, or for identity verification such as career certificates.

Until now, to obtain a seal certificate, you had to visit the eup, myeon, or dong community center in person regardless of the purpose. The Ministry of the Interior and Safety has improved the process so that, to eliminate this inconvenience, for general seal certificates, except when submitting to courts or financial institutions, certificates issued for purposes such as license applications, career verification, or auxiliary project applications can now be issued online through Government24.

Accordingly, approximately 5 million seal certificates, which is about 20% of the standard seal certificates, are expected to be issued through Government24.

Meanwhile, to obtain a certificate of seal impression online, you need to access Government24, go through multi-factor authentication such as electronic signature (public certification or financial certification) and mobile phone identity verification, then fill in the purpose of issuance and submission destination before applying. The seal impression certificate issued online can be printed and used.
