Questions about causes and solutions for skin keratinization

These days, after washing my face with a cleansing foam, I use toner and lotion for basic skincare.

Is it because of dead skin? Some kind of peeling or scaly stuff is coming off? It really bothers me and feels uncomfortable.

Upon closer inspection, there are some dead skin cells forming on the face.

My skin isn't dry, so it's close to oily, but I don't really understand why I get dead skin cellsㅠㅠ
