Six medical staff members have been referred to the prosecution in connection with an emergency patient with a torn forehead who, after wandering through the hospital emergency room, ultimately did not receive treatment and died.
Daegu Police Agency announced on the 19th that six medical staff members from three regional tertiary hospitals have been forwarded to the prosecution without detention on charges of violating the Emergency Medical Service Act.
According to the police and others, Mr. A, who sustained a torn wound on his forehead in April last year, visited the emergency room of a local tertiary hospital. However, based on the medical team's assessment that plastic surgery treatment was necessary, he was transferred to another tertiary hospital.
At the second general hospital they visited, they again told Mr. A that same-day treatment was not possible and referred him to another regional tertiary hospital.
Finally, at the last hospital he arrived at, Mr. A was told that immediate plastic surgery treatment was not possible. While preparing to be transferred to another hospital by ambulance, his blood pressure and pulse dropped, leading to cardiac arrest. He received CPR and other resuscitative measures but ultimately passed away.
The police, who genuinely launched an investigation into the bereaved family, concluded that all three hospitals visited by Mr. A before his death did not provide proper emergency care at the time of the incident. Therefore, in January, six medical personnel, including doctors, were sent to the prosecution without detention on charges of violating the Emergency Medical Service Act.
However, it was determined that there was no professional negligence leading to death among the medical staff. Although Mr. A wandered in search of the emergency room and died, it is unclear which hospital bears responsibility for the death, and there is insufficient evidence to prove any charges.
A police official stated, "It is true that Mr. A did not receive proper emergency treatment at three hospitals before his death," adding, "While our opinions may differ from those of frontline medical professionals, we independently gathered evidence, conducted an investigation, reviewed it with the investigative review committee, and then forwarded six medical staff members to the prosecution."
