249 teachers provided questions to the academy and took kickbacks... totaling 21.3 billion won

The Board of Audit and Inspection uncovered 249 current teachers who provided questions such as mock college entrance exam questions to private education companies in exchange for bribes.

The Board of Audit and Inspection uncovered 249 teachers who created and sold practice exam questions, including those for college entrance exams, to private education companies over a five-year period from 2018 to 2022. Among them, 29 teachers with serious misconduct were recommended for disciplinary action by the Ministry of Education. The remaining 220 teachers were also notified to take appropriate measures.

The total amount of money earned from selling exam questions to private academies and others was 21.3 billion won, with an average of over 85 million won per person.

As a result of the investigation, it was revealed that there were cases where EBS textbook files were leaked before publication, questions sold to private academies were used in school exams, and questions were traded with private academies, despite the individuals participating as members of the college entrance exam question committee.

High school teacher A was working as a team leader in a private education company's question-setting organization and was caught recruiting other teachers directly. Another teacher, B, sold exam questions to a company under his spouse's name, generating over 1.8 billion won in sales from 2018 to 2022, and was found to have pocketed 300 million won of that amount.

The Board of Audit and Inspection criticized that "teachers creating and selling exam questions to private education companies and receiving money for it violate the National Public Service Act and the Anti-Graft Act."

They also demanded that the Ministry of Education hold accountable those involved, claiming that the Korea Institute for Curriculum and Evaluation did not properly verify whether private mock exams and questions overlapped during the college entrance exam question development process, and unfairly handled appeals.
