Starting from the first day of next month, auxiliary batteries and electronic cigarettes will no longer be allowed to be stored on overhead compartments on national airline flights. Charging auxiliary batteries directly on board will also be prohibited.
On the 13th, the Ministry of Land, Infrastructure and Transport announced a plan to strengthen in-flight safety management for power banks and electronic cigarettes. Following the Air Busan fire incident on the 28th of last month, individual airlines have been implementing their own management measures for power banks, and a standard plan to enhance in-flight safety management systems has been established.
The Ministry of Land, Infrastructure and Transport stated, "Although the main cause of the Air Busan fire accident has not yet been identified as a secondary battery, the public's concern about the fire risk of secondary batteries has grown, and proactive measures are deemed necessary." In addition to secondary batteries, the policy also includes electronic cigarette safety management, reflecting the increasing trend of in-flight fires caused by electronic cigarettes.
The new regulations introduced by this standard include a ban on storing and directly charging devices on cabin shelves. The Ministry of Land, Infrastructure and Transport is expected to mandate passengers to carry auxiliary batteries on their bodies or store them in seat pockets in front of them. Previously, storing devices on shelves was permitted, but since the auxiliary batteries suspected to have caused the fire incident on Air Busan were found on the cabin shelf, there is a move to require storage in visible locations. However, an exception is expected for seats without front seat pockets, such as emergency exit seats, where shelf storage may be allowed under the crew's awareness.
Connecting a power bank to the in-flight power supply or charging between power banks is also not permitted. Yu Kyung-soo, Director of the Aviation Safety Policy at the Ministry of Land, Infrastructure and Transport, stated, "Charging a phone with a power bank is possible, but directly charging a power bank poses a high risk of short circuit. There have been reports of fires occurring frequently when charging small-capacity power banks with large-capacity ones."
In addition, the existing regulations on the capacity and quantity limits for carrying power banks and electronic cigarettes onboard will be strictly enforced, and a five-step guideline for carrying management will be provided to self-check-in passengers.
Under current regulations, auxiliary batteries and electronic cigarettes are prohibited from being checked as baggage, and the rules for carrying them on board depend on the battery capacity. Up to 5 batteries are allowed if they are 100Wh or less, and only 2 batteries are permitted if they are between 100Wh and 160Wh with airline approval. Batteries exceeding 160Wh are not allowed on board. A commonly used 20,000mAh auxiliary battery falls within the 100Wh limit.
The Ministry of Land, Infrastructure and Transport also decided that if an unauthorized battery is detected during security screening, it will be immediately handed over to the airline for verification and handling, and the number of detections will be reported to the airline once a month to request their own corrective actions.
In addition, if the cause of the Air Busan fire incident is confirmed to be a portable battery, plans are underway to review the possibility of strengthening additional regulations, such as restrictions on the quantity allowed on board, through discussions with the International Civil Aviation Organization (ICAO).
