The government is promoting the "Sky Law," which allows necessary measures such as official leave for teachers who have difficulty performing their duties due to mental illness or other reasons, as a countermeasure to the Daejeon elementary school student murder case.
Deputy Prime Minister and Minister of Education Lee Ju-ho stated during the general remarks at the meeting with city and provincial superintendents held at the Government Seoul Office on the 12th, "The Ministry of Education and the Office of Education recognize the seriousness of the issue and will establish fundamental measures to prevent such unfortunate incidents from happening again."
He also added, "We plan to promote a legislative amendment, tentatively called the 'Sky Law,' to allow necessary measures such as official leave of absence through a certain procedure for teachers who are unable to perform their duties due to mental illnesses or other reasons."
Deputy Prime Minister Lee emphasized, "We will establish appropriate measures, including making it mandatory to verify the possibility of normal work upon reinstatement," and "We will also consider ways to intervene urgently when teachers exhibit abnormal symptoms such as violence."
The education authorities plan to thoroughly review safety measures, including inspecting student safety, controlling access of outsiders to the school, strengthening safety within the school, and safety management at Neulbom School.
In addition, the Ministry of Education, Daejeon Metropolitan Office of Education, the police, and other relevant agencies plan to conduct a thorough investigation of this incident to determine the facts and responsibilities.
Deputy Prime Minister said, "Schools should be the safest place for students, and this incident is unbearably tragic," and expressed his condolences, saying, "As Deputy Prime Minister and Minister of Education, I feel a heavy sense of responsibility for this unacceptable event."
