On the 31st, the government explained the major systems in the employment and labor sector through a booklet titled 'This is How 2025 Will Change'.
Starting January 1, 2025, parental leave benefits will be increased from the current 1.5 million won to a maximum of 2.5 million won (for 1 to 3 months). The method of paying parental leave benefits will also eliminate the post-payment system.
Previously, 25% of parental leave pay was provided only if the employee continued to work for more than six months after returning to work, but now it is paid throughout the entire parental leave period at 100%.
As the parental leave benefit increase takes effect, the special system that provides enhanced parental leave benefits for the first six months when both parents take parental leave within 18 months of their child's birth will also see the monthly cap raised from 2 million won to 2.5 million won.
For a parent employee, the first three months of parental leave allowance will be increased from 2.5 million won to 3 million won per month.
The upper limit for shortened working hours allowance during childcare will also increase from 2 million won to 2.2 million won, and the spouse's childbirth leave pay will be expanded from the current 5 days to 20 days, four times longer.
Additionally, parents who each take more than three months of parental leave, or parents of a single parent or a child with a severe disability, will be able to extend their parental leave from one year to one year and six months.
Government support to ease the burden on small and medium-sized enterprises will also be expanded. Starting next year, support funds for substitute workers will be provided not only for parental leave and reduced working hours for childcare but also when employees take leave for childcare purposes, and a new support fund for workload sharing during parental leave will be introduced.
Furthermore, small business owners who send their employees on a one-year parental leave and hire temporary staff will receive government support of up to 14.4 million won annually (120,000 won per month). Some local governments also provide an additional support of up to 2 million won per year for employees hired as temporary replacements.

Data on habitual wage arrears by business owners will be provided to the comprehensive credit information agency, and they will be restricted from applying for government-supported grants and subsidies.
If an employer whose name has been publicly disclosed due to wage arrears does not settle the unpaid wages, they may be prohibited from leaving the country to prevent fleeing abroad. Currently, the delayed interest on unpaid wages, which applies only to retirees, is also being applied to current employees.
A youth-specific employment program will also be newly established. To alleviate the recruitment difficulties of local companies and expand youth entry into the labor market, it will support employment capacity building for young people and employment in vacant job sectors.
If you participate in a capacity-building program (vocational training for more than one month) and then secure employment in a government-designated vacant job sector, and maintain employment for six months, you can receive additional support of up to 1.6 million won in training participation allowances and employment success allowances.
Especially, the era of a minimum wage of 10,000 won is opening. The minimum wage for next year is 10,030 won per hour, which translates to a daily wage of 82,40 won based on an 8-hour workday, and a monthly wage of 2,096,270 won based on a 40-hour workweek.
It applies equally to workplaces, employment types, and nationalities, but for those who have started their probation period within three months, a 10% deduction from the minimum wage can be made.
