Financial News] If a mother hires her own mother-in-law as a postpartum helper after childbirth, she could not receive government support. Support is available for the mother-in-law. The mother-in-law is eligible for support because she is a direct relative; the incident was a result of the classification of the maternal grandmother as a family member under Civil Law.

 

On the 19th, the government announced that it has improved the system so that even a biological mother can receive government support funds when serving as a postpartum helper.

 

The government provides vouchers to enable mothers in the next-lowest income bracket to hire postpartum helpers. Helpers must hold a health care certification and should not be family members under civil law. As a result, even if the mother’s own mother has a certification, she could not be employed as a postpartum helper.

 

Meanwhile, the mother-in-law who earns a living differently was not considered a family under the Civil Act and was therefore included in the support target. As criticisms of the system being unfair continued, the Ministry of Health and Welfare recently revised the related guidelines to include family members under the Civil Act in the support target.

 

This regulation was selected as the number one winner in the "Absurd Regulations Public Contest" organized by the Office for Government Policy Coordination.

 

The "Priority Allocation Regulation for Middle School Enrollment of Children in Multi-Child Families" ranked second in the contest. Until now, when applying the benefit of priority middle school placement for children in multi-child families, it was only permitted if there were three or more children under the age of 18.

 

In a family with three children, once the eldest turns 18, the remaining children no longer receive benefits. In response, the Ministry of Education revised the Enforcement Decree of the Elementary and Secondary Education Act in early October to remove the age requirement. Therefore, if there are three or more children, all of them can receive priority placement in middle school regardless of their ages.

 

The third place was taken by the issue of 'Digital Onnuri Gift Certificate Balance Usage.' Currently, when the balance of the Digital Onnuri Gift Certificate is insufficient for payment, the payment is made using a registered credit or debit card in the app or through a withdrawal from the account. This means the gift certificate cannot be used, and in effect, a regular payment is processed.

 

The Ministry of Small and Medium Business Venture and Entrepreneurship plans to establish a system next year that automatically recharges and processes payments for the shortfall.

 

In addition, regulations that prevent the purchase of envelopes with voucher cards when women and adolescents buy menstrual products will also be improved. The Ministry of Gender Equality and Family plans to revise the guidelines in the first half of next year to allow the purchase of envelopes with vouchers.

 

Additionally, for middle and high school basketball players, the Ministry of Culture, Sports and Tourism has decided to exclude them from suspension from participation in all competitions for one year if they transfer schools, provided there are reasonable grounds.

 

Acting President and Prime Minister Han Deok-soo said, "This is something that affects all citizens, and if only businesses had made suggestions, we might not have known," and he urged, "Each ministry should continue to review and actively improve regulations that are excessive or unreasonable from the perspective of the public in the future."
