In 2025, it is announced that free resident registration cards with embedded IC chips will be issued to those born in 2008 who are receiving their first resident registration card.
Starting from December 27th of this year, after operating a pilot issuance period for about two months in nine local governments, mobile resident registration cards will be available nationwide, so it will be more convenient~

In the future, you will no longer need to carry a physical resident registration card, as it will be possible to conveniently verify your identity by storing your resident registration card on your mobile phone. The Ministry of the Interior and Safety announced that an amended partial revision of the Enforcement Decree of the Resident Registration Act, which details the issuance procedures and security measures delegated by law, was approved at the Cabinet meeting on the 26th ahead of the implementation of the revised Resident Registration Act, which includes the basis for issuing mobile resident registration cards (December 27). According to the revision of the law, from December 27, citizens aged 17 and older who have received a resident registration card can additionally apply for a mobile resident registration card if they wish. Both the mobile resident registration card and the physical resident registration card will remain valid for use.
It is expected to become an opportunity to innovate with mobile resident registration cards for the first time in 56 years since the issuance of physical resident registration cards in 1968.
To apply for a mobile resident registration card, visit your eup, myeon, or dong community center and scan the one-time QR code generated for issuing the mobile resident registration card.
You can receive it immediately upon application, but if you change your mobile phone, you must visit the community center again to reissue the mobile resident registration card.
If you replace your physical resident registration card with a resident registration card embedded with an IC chip, you can directly obtain a mobile resident registration card without visiting the eup, myeon, or dong community center.
People who possess a resident registration card with an embedded IC chip can contact their mobile phone to issue a mobile resident registration card. Even if they change their mobile phone, as long as they have the resident registration card with the embedded IC chip, they can reissue the mobile resident registration card without visiting a community center.
In particular, those born in 2008 who will turn 17 in 2025 and are receiving their first national ID card (468,773 people) can obtain a resident registration card with an embedded IC chip free of charge.
Mobile resident registration cards can only be issued on one personal mobile phone, and reissuance is required every three years to apply the latest security technology.
If the mobile phone is used to verify the date of birth, the validity of the mobile resident registration card will be suspended to prevent theft and personal information leaks.
The Ministry of the Interior and Safety has selected nine local governments to ensure the stable introduction of mobile resident registration cards, and after operating a pilot issuance period for about two months starting from December 27, it plans to enable residents nationwide to obtain mobile resident registration cards.
The selected local governments are Sejong, Hongcheon County in Gangwon, Goyang City in Gyeonggi, Geochang County in Gyeongnam, Seo-gu in Daejeon, Gunwi County in Daegu, Ulju County in Ulsan, Yeosu City in Jeollanam, and Yeongam County in Jeollanam.
During the trial period, residents registered in the designated trial areas must visit their local eup, myeon, or dong community service center to apply for a mobile resident registration card.
