A sexual assault incident has occurred among elementary school students in Chuncheon, Gangwon, causing controversy.
According to JTBC's Incident Commander on the 22nd, victim student A was invited by perpetrator student B and went to his house to hang out, where she was sexually assaulted.
At that time, Group B removed Group A's pants and underwear at home, and when A resisted, they tied his hands with a mask strap, threatened him with a weapon, and said, "If you try to run away, I will cut off your fingers." They also dragged him to the bathroom and took photos of his main body parts, saying, "If you don't cooperate, I won't let you go home."
In the video on Group B's cellphone, his voice was captured saying to A, who was sobbing, "If you want to go quickly, finish quickly. I haven't shown you yet."
Parent of Group A claimed that their child has borderline intellectual disability and suggested that Group B committed such an act targeting this condition.
The incident was also reported to the school, and it was reported that measures were taken to separate the individuals so that they would not physically encounter each other for six days. Additionally, in June, a school violence countermeasure review committee (school violence committee) was held, and B was given a punishment of a 10-day suspension from attendance.
It is believed that the severity and intent are high, but there is no indication of persistence, leading to this decision.
The assault by the offending student had occurred once before. About a year ago, when B was hit by a door that A had closed, B broke A's arm and wrist to the point of needing a cast. It is reported that the school principal's own decision concluded that counseling and treatment should be recommended for the offending student.
A's parents expressed their frustration, saying, "The offending student's parents apologized before the school violence committee and said they would consider transferring, but when a 10-day suspension was issued, they disappeared."
Currently, Student A is showing signs of anxiety, such as hiding in the bathroom when encountering the perpetrator student. The parents of the victim student are reportedly filing an administrative appeal with the Education Office, and a criminal complaint is being made against Student B.
