According to government discussions, keeping elementary school students up late at night increases the likelihood of couples having a second child.

However, most citizens cite the environment that prevents them from having children as the cause of the declining birth rate.

Even though people say they can't afford to have a second child due to the abnormal real estate prices that make it impossible to buy a house even after a lifetime of work, it seems the government is not listening.

Regarding low birthrate measures, Mr. Kim, an office worker, said that even if he leaves work at 6 PM, he doesn't arrive home until 8 PM. He mentioned that it's a reality where he can't have a second child unless the working hours themselves are reduced, as there's not even enough time to spend with his child.
