"No landlord consent required"... Starting today, you can check the guarantee accident history before signing a lease worldwide.

Starting from the 27th, it will be possible to verify whether the landlord is a multiple-property owner before the tenant signs a long-term lease, and whether the Housing & Urban Guarantee Corporation (HUG) has previously paid on behalf of the tenant due to unpaid jeonse deposits.

According to the Ministry of Land, Infrastructure and Transport on the 26th, following the passage of the Housing and Urban Fund Act amendment bill through the National Assembly plenary session on the 1st, the 'Landlord Information Inquiry System' will be expanded.

 

Previously, the government has been disclosing information on the Ansim Jeonse app since February 2023 to prevent Jeonse fraud victims, including the landlord's past guarantee incident history, whether they are prohibited from subscribing to Jeonse deposit refund guarantees, and whether habitual defaulters (malicious landlords) are registered.

However, immediately after implementation, criticism arose in the market. The reason was that the system was considered to have low effectiveness because it only took place with the landlord’s consent after the tenant signed a global contract and moved in. There was also a concern that conflicts with landlords could lead tenants to hesitate in requesting information disclosure.

 

What information tenants can verify before signing a long-term lease under the revised law

Last year's statistics showed that the more rental properties an landlord owns, the higher the guarantee incident rate. The guarantee incident rate for landlords with 1 to 2 houses insured by HUG was 4%, which was low. In comparison, landlords with 3 to 10 houses had a rate of 10.4%, those with 10 to 50 houses had 46%, and those with over 50 houses had 62.5%, indicating that the guarantee incident rate increased as the number of properties owned increased.

 

Starting from the 27th, the expanded implementation of the landlord information inquiry system will take effect, allowing tenants to access information through a certified real estate agent once the contract intention is confirmed. Additionally, tenants can visit an HUG branch with a certified real estate agent confirmation letter.

 

Starting June 23rd, non-face-to-face applications will also be available through the Ansim Jeonse app.

HUG provides landlord information within up to 7 days after verification. On the day of the lease agreement, if the tenant meets the landlord directly, they can check the landlord's information through the Ansim Jeonse app, or the landlord can directly verify their information to the tenant.

To prevent abuse of information inquiries, the number of inquiries is limited to three times per applicant per month. The landlord is notified of the information provision via text message.
